Stamp Duty Reforms Are on The Way – Here is What Hampshire Property Buyers Need to Know

Changes are on the horizon that are set to have a significant impact on the property market, with the Government anticipated to announce major reforms to Stamp Duty Land Tax (SDLT) in the Autumn 2025 Budget.

If you are buying and selling a property in Hampshire, these changes could affect you.

At Bookers & Bolton, our property specialists have been keeping a close eye on these speculations, which have been circulating for some time. Although some politicians have expressed concerns that SDLT reforms may make housing less affordable in areas like ours, we believe these changes could also have a positive impact. Our view is that the proposed changes may be beneficial for first-time buyers, helping them get on the property ladder, especially in traditionally high-cost regions like Alton, Hampshire, and the South East.

What Are the Proposed SDLT Changes?

While there have been no confirmed changes yet, here are some of the key proposals under consideration:

  • Increase in the SDLT nil-rate threshold for residential property purchases – potentially raising it from £125,000 to as much as £300,000. This measure is designed to reduce the upfront tax burden for homebuyers and reflect the continued rise in property prices across England.
  • Enhanced reliefs for first-time buyers – with the possibility of raising the qualifying threshold to £350,000 or £400,000, and introducing targeted reliefs for high-cost regions such as London and the South East.
  • New SDLT incentives for buyers of energy-efficient homes – including for those investing in retrofitting properties to meet environmental standards.
  • Higher SDLT rates for luxury properties valued above £2 million – and increased surcharges for non-resident and additional property buyers are being discussed as part of efforts to ensure fairness and generate additional revenue.
  • Digitalise the SDLT process – The Budget is also expected to include measures to simplify and digitalise the SDLT process, making digital submissions mandatory and streamlining administrative procedures for conveyancers and purchasers.
